The Shrine of North America has voted to adopt new fundraising guidelines but did not approve a proposal to make public all finances of its fundraising arm. The Shrine adopted several recommendations that appear to give it greater control and supervision over the fundraising activities of its 189 temples. It stopped short of adopting reforms proposed four weeks ago that would enable the public to tell how contributions are spent.

The guidelines, announced Monday, were recommended by a three-man committee of Shriners that was formed in response to articles in the Orlando Sentinel, which also appeared in the Free Press, that questioned the Shrine's fundraising practices. The most significant change will require Shrine temples to provide a statement of purpose for all fundrais- ing. Temples will have to give "specific factual information regarding the use" of money raised through temple events. They will have to tell the public when an event benefits Shriners Hospitals for Crippled Children and when it benefits only the temples. THE SENTINEL found that many Shrine temples did, not indicate the purpose of their annual circuses.

Some have promoted the events as benefits for crippled and burned children when proceeds actually were kept by temples and spent on activities for members. Shrine leaders left untouched a recommendation that would have required temples to open to the public their annual financial reports filed with the Internal Revenue Service. The IRS records show how much money Shrine temples raise each year and where that money is spent.
